The war is going so bad for Putin, his commanders may be feeding him lies to protect their asses from falling from high story windows.
Zelenskyy sent the offer to Putin that stated since Russia controls Konstiantynivka, in the Donetsk region, he should have no problem coming to peace talks there. Perfect way to answer Putin's lie, Russia doesn't control the city, Ukraine does.
Putin is facing humiliation after humiliation.
