4. An instance where T's losses count more than T's lawsuits

In many of T2.0's legal maneuvers, the idea is the intimidation and pressure - like the reflecting pool cases and the grand jury failures. In those instances, they are going by the (very) old "an arrest is as good as a conviction" tactic.

But these voter data cases are different. They're not trying for intimidation: they're trying for subversion, and they must be defeated
