He needs reading glasses but he's too vain to wear them. So he stumbles along, misreading the teleprompter. Once in a while the teleprompter glitches, but usually it's HIM misreading it.

Since he didn't write the speech, there are words and ideas that he's unfamiliar with. I think in his first term he had minders who made him rehearse his speeches before going out on camera.

Now he has no minders, so forget practicing anything. Every flub reinforces what a complete dolt he is. And he'll never acknowledge a mistake either.
