Most likely the legislators there were those slated to speak at the protest.

I doubt those so slated were (R). They were almost certainly (D).

If it's false flag, are we to assume they're saying progressive protestors were there to take pot shots at (D) representatives?

Wouldn't it be more likely "true flag," with MAGA-folk threatening (D) legislators?
