A lot of reasons. Probably to steal the state in some goofy 2028 plan, but also (and I think this has not been stated much) so he can do a double federal-state pardon for Derrick Chauvin.

Now he realizes that he's not going to get that. So he's going to throw Noem and Bovino overboard.
