What typically happens is that affected agencies will identify some "x" amount of staff to continue working and the rest are furloughed. But in any case, none of them are getting paid until the lapse is over unless their funding is coming from sources other than BA (Budget Authority) funds (e.g., from industry-paid User Fees, etc).
