He says this so the complicit media has some messaging to placate. He has no intentions of doing anything he does not want to do as he feels he is 100% insulated from any legal action against him. He wants blood for people to see and live in fear of. You cannot trust anything he says, and this will not stop.

Oh, and elected Republicans. Know that they remain 100% complicit in all of these actions. This could stop today if they really wanted this to stop.
