It's not about training or the new recruits. The person that shot Good was a shooting instructor and had several years of experience. The two that shot Pretti each had several years of experience as well. So it's not a training or experience issue. It's baked in to how they treat people. Beating and murdering people is their normal mode of operation.
Ice is broken beyond repair and should be gutted like an old meth house and completely rebuilt with new staff. It should not be called "ice". That name should be burned out of existence.
