Come up with these destructive cockamamie plans with evil intentions. Yet lack the intelligence and foresight to flesh out the ideas to provide the support services necessary to ensure that they succeed.

Which is a good thing for us but a bad one for our public servants. Some patrioticly work in the support systems and are trying but barely able to hold our democracy together.
