Okay - first of all, NSA was likely targeting the phone of the foreign national. When a US number, especially one linked to a person in power, that immediately triggers a whole other set of rules. It goes to the IG's office, who then makes a determination on whether to alert other agencies, like the FBI.

Although, given the state of our IC and FBI these days, who the heck knows?
