Is that what I am reading?

Also, wouldn't an NDA that contained criminal activity be pretty much null and void because of that fact?

I may be completely wrong, but this has a smell to it (other than the fact it is coming from a rethug). The idea seems great on the surface, but I am confused as to what they are actually implying with this.
