You can’t get a Suoreme Court hearing unless you file a lawsuit and have standing somehow to sue. Is it your boat destroyed? Did you have a fishing trip booked on that boat? Was your sole provider killed in the attack?
Then you would be entitled to discovery, the Federal government can make its claim why they thought it was legal, and judtifrr ed can be served.
