they were prior to Bush's edict. Second, the entire entity "DHS" should be disbanded as un-American. Motherland, Fatherland, Homeland... they all reek of fascist governments gone by. This one set the stage for what was to come. A meaningful gesture would be to trashcan the whole damn thing and getting us back to being "Americans."
