But it's usually down at the county level to decide what they will use as long as it's certified.

For example here in PA, one of the reddest and most rural counties - Fulton - used Dominion Systems and then proceeded to defy state court orders to stop bringing in 3rd party fraudsters from Wake TSI to "audit" their machines.

So it appears that Dominion was already being used by red areas.
