why did he go into agencies with cyber-punks, hackers, and coders?

If Musk's goal was to cut spending wouldn't he go into agencies with accountants, money managers, Inspector generals?

The right wing narrative going around DU today is that Musk failed, just what the right wants.

Meanwhile, Russia and others have computer access to all of our agencies.

Not a time for celebration.
