Anybody have any thoughts on the constitutional amendments on the 8/6 primary ballot?

I read them, but can't make a lot of sense of them. Wondering who might be behind them, and what they want. The property tax exemption for child-care facilities sounds like an opportunity for corporations to dodge property taxes by claiming that they offer childcare, thus shifting tax burdens onto other taxpayers.
