3. Elise has little or no chance to be elected Governor

She has almost no chance of winning a statewide race. Her endorsement of Trump's policies makes her unelectable in New York State. The GOP rules Nassau County Long Island and some very small Upstate counties but there is no real statewide GOP organization. Stefanik can most likely stay in Congress representing that far northern district for as long as she wants to.
