If that's the intent ... pretty sure it's just showing that screen while other stuff is loading in background.

Try hitting CTL-ALT-DEL right when that screen comes up. Does it bring up the login window immediately? If not then it's not going to matter if you get it to 'go away', the wait will still be there.

I'd check your startup list (autoruns by sysinternals/microsoft is great for this) as you may've picked up something that's starting up with your OS that's super slow (and likely unwanted).

edit: Thought of another possibility ... if it appeared around same time as you plugged in either an external backup drive or plugged in a thumb drive that you've left in, try removing it and see if the screen goes away. If this IS the case, then plug it back in, and then go into your bios aka cmos settings (typically pressing delete or f12 repeatedly immediately after hitting 'power on' from a totally cold computer i.e. not sleeping or standby gets you there but if not just google your make and model and 'how to enter bios settings').

Once there, make sure that your lappies LOCAL harddrive, not the external or thumbdrive, is FIRST in the machines boot order. It has to be plugged in before startup though, as I say. Also if CD is first in boot order, move it to 2nd, make sure local HD is very first. This will get you the fastest boots.
