The verbal diarrhoea from The Rapist just muddies international relations more. We have no idea if he's just suggesting it, saying he's not going to complete any agreement with Iran unless these other countries sign up, or what. So we have to interpret it on past experience: someone reminded him of "the Abraham Accords", he thinks that's something he did, so he talks about it a bit, and will then forget because he's going senile.
