If they are the same width, the odds are very good that you can swap the around. Most types of mini blinds snap into mounting brackets on the ends, sometimes with supports in the middle. If you are lucky, the swap would be easy. If not, ...

It is some work, but you can replace the fraying cord. A bit of a pain finding the correct part and doing the work. Alternately, you can buy a new mini blind assembly and replace whole assembly, not just the cords. More expensive, but a lot less work and aggravation.
