Neutrinos are produced by collisions of other particles from an accelerator, but are not accelerated themselves. AFAIK there is no known way to accelerate neutrinos except gravity, and that effect is miniscule.

It's highly likely that the "honeypot" phrase at the top was written by an editor, since the journo describes the process quite well in the body of the article.
