I don't know the exact name for them. But, you know, the ones that are set up at homes without fences put on dogs to train or keep them from wandering outside the approved zone.

This is worse. Who the hell decided that this was a good idea. Making kids essentially wear a dog collar. This will be traumatic for them. Good god!!!!

Who is responsible for this!!!
