It’s not related to any account settings on DU and it’s not related to Star Memberships. What’s supposed to happen is that if you click No you won’t be asked again. However, as with so many web technologies, things don’t always work perfectly for everyone all the time.

You should be able to prevent the request from occurring again by tweaking some browser settings. Here’s an article that explains how to do it in Chrome, Edge, or Firefox:
