There are strains of Cannabis that don't have as much (or any) THC than others. It's the THC that will have a psychotropic effect. The other cannabinoids, including CBD, aren't psychoactive, but they do have medical benefits.

In dispensaries, the only difference between being medical and recreational is the tax you pay. Medical users get a discount.

Also, Hemp, which the 2018 farm bill legalized, is the same plant and genus as "Marijuana" (a racist name for cannabis btw). It is defined as Cannabis having a THC level at or below 0.3%. Recreational cannabis will typically be in the 15%-25% range.

Same plant, different hybrid.

I'm currently growing a strain which is federally legal. It will test out at less than 0.3% THC, but will be 12%-15% CBD. If I put that strain and a controlled one side by side, you couldn't tell the difference. I grow both, it's legal in MA.
