Fetterman is refusing to follow the flight attendant's order to place his fastened seatbelt on the outside of his sweatshirt. In all probability, Fetterman does not have his seatbelt fastened and he is lying to the flight attendant by stating that he does have it fastened. The flight attendant offers Fetterman a seatbelt extender so that there would be ample length for it to be fastened on the outside of his sweatshirt. The video ends before the outcome of the confrontation occurs. Throughout the video, Fetterman seems to be mentally out of it.
