7. Enough of a stall that he can avoid giving an answer today, but close enough

that he can say "nuh-uh!" when people accuse him of being a clueless do-nothing. It is about the sweet spot, so he sticks to it. And as others have noted, the fucking useless media mostly lets him get away with it.
