11. Why has he followed court orders against deploying troops in Chicago and Portland?

Why doesn’t he just jail or assassinate the judges ruling against him and deploy the troops anyway?

After all, as so many Third Term believers say, who would stop him ?

Something is stopping him.

Putin wouldn’t wait for the appeals process to wind its way through the courts.
