9. Money is contained in an account controlled by the Court, need to do that if you Appeal.

Judge saying "up the complete money due if you think you have a shot TO CHANGE RESULT" makes one think this money is there but you can not touch it. Give the other side confidence that cash will be there when the Appeal fails.
