I can't speak for other states. But PA had/has Dem gov and Sec of State (responsible for elections). Also small precincts and 67 counties. Counties run the elections. PA uses voter-verified paper ballots and risk limiting audits.

Unless you think this guy (Al Schmidt) is corrupt - anything is possible - then to tamper with elections significantly * in PA would require a whole new mechanism that the previous experts have not thought of, or have chosen to hide from us. The latter would be a pretty wild CT. The former ... I guess is possible but gives Muskrat and his henchmen more credit for savviness than I'm willing to give.
